Purpose

As wireless connectivity becomes more important in our connected world, a new cross-functional committee has been formed on the Boulder campus that will address wireless planning and connectivity.

The intent of this committee is to provide a framework of standards, policies and procedures for wireless communications services and facilities, including current and future wireless technologies and applications such as cellular, Wi-Fi, Land Mobile Radio (LMR), and antenna systems, on the ÃÛÌÒ´«Ã½Æƽâ°æÏÂÔØ campus in order to maximize the benefit to the University and the community it serves.

Objectives

• Ensure wireless voice and data services are aligned with academic and administrative direction and priorities. This includes wireless in-building and outdoor coverage to meet business needs and provide reliable wireless services for applications like public safety and emergency management
• Ensure consistency and equality when considering requests from commercial wireless service providers
• Enable research activities while achieving other stated objectives
• Preserve campus aesthetic characteristics
• Ensure highest and best use of space
• Identify monetary and infrastructure opportunities, benefits and risks to the University in the areas of:
  • Real estate leases
  • Fiber optic plant expansion
  • Revenue generation
  • Research and Development
  • Collaboration with state and local agencies or partners

Approach

A cross-functional collaborative team serves as the decision-making body to resolve issues that arise from the development, deployment and use of wireless communications systems and services. Responsibilities of this team include:

• Establish campus priorities that balance service enhancements, public safety, revenue generation and aesthetic considerations.
• Develop and enforce policies and standards for the deployment of wireless services and facilities, including antenna structures and use of RF spectrum. Areas include: Architectural and Planning Business and Legal Engineering and Technical
• Serve as the point-of-contact for external or third party Wireless Service Providers
• Serve as the point-of-contact for campus departments with regard to wireless systems and provide guidance throughout the decision-making process.
• Meet with campus stakeholders to understand immediate and emerging needs
• Provide oversight of the underlying infrastructures that support these systems, including fiber optic cabling and electrical power.
• Ensure the use of campus resources is appropriate and the University is compensated in a fair and consistent manner.
• Contract and/or license agreement development, review and execution. Oversee the development of long-term direction and plans, including Master Plans for campus.
• Oversee the maintenance of current records of:
  • Antenna installations
  • Frequency configuration and Spectrum Licenses (if applicable)
  • Building license agreements and related fiber use agreements
  • Potential locations for future installations.
