We have reviewed the petition you submitted for Fall 2026. As part of our review, we requested additional documentation or clarification by email and added a to-do item in Buff Portal.

Because we did not receive the required documentation by the applicable deadline, we are unable to complete review of your petition. Your petition for Fall 2026 has been closed and will not be processed further. Petition closures are final and may not be appealed.

If you believe you qualify for in-state tuition classification, you are welcome to submit a new petition for a future term. A new petition must be submitted within the published deadlines.

We sent this email at 7 p.m. on Monday, Sept. 21, 2026, to first-semester students who were approved for in-state tuition under the domicile exception for honorably discharged veterans.

Dear [first],

You have been approved for in-state tuition as an honorably discharged veteran. We’re reaching out with information about the potential financial benefits of also becoming a Colorado resident for tuition purposes.

Financial Benefits of Becoming a Resident

As an honorably discharged veteran, you’ll be assessed the in-state tuition rate through a military residency exception while attending ��Ҵ�ý�ƽ��.

However, if you are 22 years old or older, married or a graduate student, you can begin taking steps now to become eligible for in-state tuition as a full Colorado resident. Colorado undergraduates are considered for state and ��Ҵ�ý�ƽ�� grants, which could increase your financial aid offer next year.

Pursuing Colorado resident classification is optional and will not affect your eligibility for the in-state tuition rate under the veteran exception.

Your Next Steps to Petition for a Residency Change

Step 1: Submit Your Free Application for Federal Student Aid (FAFSA)

If you do intend to become a Colorado resident and want to be considered for additional financial aid, submit your 2027–28 FAFSA and any requested documentation. The FAFSA will be available October 1 for the upcoming school year. Learn more about applying for aid.

Step 2: Take Action to Establish Colorado Domicile

Your 12-month physical presence period began when you moved to Colorado. To prove demonstrate your intent to make Colorado your one, true, fixed and permanent home, you must:

ObtainGet a Colorado driver’s license or ID card within 120 days of moving to the state.
Register your vehicle, (if you have one,) in Colorado within 180 days of moving to the state to avoid penalties.
Establish additional Colorado ties. Visit our adult residency page and watch the adult residency video to learnreview the full requirements.

Step 3: Submit a Residency Petition

Use our residency calendars to determine the first semester for which you'd qualify for in-state residency.

Once petitions open for that term, submit your residency petition with all required documentation to the Office of the Registrar by the posted deadline.

Happy National Voter Registration Day! Register to vote now to have your voice heard in the November election.

What You Need to Know

In-state students: All active, registered Colorado voters automatically receive a ballot in the mail a few weeks before Election Day. If you plan to vote in Boulder or in your home county, make sure you're registered to vote and that your ballot mailing address is up to date. Colorado voters may update their registration at anytime.
Out-of-state students: You may choose to either request an absentee ballot from your home state or register to vote in Boulder County. You cannot register and/or vote in both locations. Many states have a registration and/or absentee ballot request deadline, so act now to receive your ballot.

Note: If you register to vote in Colorado, you'll be considered a Colorado resident for motor vehicle registration, income tax, and jury duty purposes. Registering to vote does not automatically make you a resident for tuition purposes. Your ��Ҵ�ý�ƽ�� tuition classification won't change unless you take all of the necessary actions to establish residency and successfully petition for a change in residency.
Students living on campus: Whether voting in Colorado or in your home state via absentee ballot, you must use your mailbox number, not your dorm room number for your ballot to find you. Visit Boulder County's Student Voting Guidelines page for instructions.

In-Person Registration & Voting

Starting Oct. 26, you can visit the UMC Vote Center to register, update your registration and vote in person. Williams Village will also have a Vote Center Nov. 2 and 3. ID is required for in-person registration and voting. Both locations will have a 24-hour drop box.

��Ҵ�ý�ƽ�� and Boulder County have websites to help guide you through the registration and voting process if you have questions.

How To Do It

Log in to Buff Portal.
Select your profile at the top right.
Select "Account Settings," then "Profile and Privacy."
On the contact information menu, select the type of information you want to update (e.g., addresses, phone numbers, emergency contacts).
Follow the instructions on the page to add, edit or delete (if allowed) your information.
To review or change a different type of information, use your browser's back button to return to the menu.

As a ��Ҵ�ý�ƽ�� student, it's important to understand your rights regarding access to and disclosure of information in your education record. The Family Educational Rights and Privacy Act (FERPA) affords you the right to:

Inspect and review your education record
Request amendment of your education record
Consent to disclosure of personally identifiable information in your education record
File a complaint with the U.S. Department of Education (Student Privacy Policy Office, U.S. Department of Education, 400 Maryland Avenue, SW, Washington, DC 20202)

To review or request an amendment to your record, contact the university office that maintains the record. This does not apply to grade changes, which are at faculty discretion.

Release of Information

Under FERPA, the university may release your education record information if the disclosure is:

To ��Ҵ�ý�ƽ�� officials who have a legitimate educational interest
To officials of another institution at which you seek or intend to enroll
To authorized representatives of federal, state or local educational authorities
In connection with financial aid you've applied for or received
To an organization conducting studies for or on behalf of the university
To your parents or guardians (if you have authorized consent or are a dependent student for tax purposes)
To an accrediting organization
To comply with a judicial order or lawfully issued subpoena
In connection with a health or safety emergency or other exception under FERPA
To fulfill a request for data that ��Ҵ�ý�ƽ�� defines as directory information

Directory information is student data contained in education records that would not generally be considered harmful or an invasion of privacy if disclosed. Student data that is not directory information may only be released with your documented consent, including in letters of recommendation.

To authorize third-party access to your non-directory education record information, see CU guest access and FERPA consent to release.

You may restrict the release of directory information by placing full privacy on your record. Please note that students on full privacy are not treated differently than other students within the physical or virtual classroom. Their name, image and email address may appear on screen and in the learning management system, and instructors may call on them by name.

Remote & Online Classes

Recordings of lectures or class meetings are considered education records if students' names or likenesses are displayed or disclosed. Instructors may share these recordings with the class, but not with others without documented consent from each student identified in the recording.

Artificial Intelligence

AI development, its uses and tools are rapidly evolving. AI users at ��Ҵ�ý�ƽ�� should stay current with campus policies and guidance regarding student data privacy, compliance, security and other AI considerations and implications. See Artificial Intelligence at ��Ҵ�ý�ƽ��.
