IT Service Classification Framework
The Four Service Categories at a Glance

Foundational UIS Services
IT services made available to all campuses and provided by University Information Services (UIS).
Characteristics:
- Approved through multi-campus governance
- Listed in the UIS Service Catalog
Examples:
- CU-SIS (Student Integrated Systems)
- eRA (Electronic Research Administration)
- PeopleSoft Finance (FIN) & Human Capital Management (HCM)
Foundational Campus Services
Widely needed services available to most Ҵýƽ community members; vital to operations and a base on which other services build.
Characteristics:
Meets two or more of the following:
- Vital to the operation of one or more university functions that impact or support multiple areas of the campus (is a business continuity imperative)
- Used by or impacts many (thousands of) students and/or faculty and staff
- Provides a common key function utilized by other IT Services
- Imperative to health and safety
AND having multiple instances or variations of the service would result in any of the following:
- Disruptive to desired functionality of existing systems
- Creates undue complexity of the campus IT environment
- Creates a business continuity or integrity risk
- Creates significant support and/or operational inefficiency
- Creates a bad, confusing, end-user experience
- Creates a significant additional security risk
- Creates challenges with supportability and increases technical debt
- Creates significant additional costs through duplicate spending on software or services, or loss of economies of scale in licensing or support
Examples:
- 365
- ٳܰ
- Buff OneCard
- 䲹Ա
- ǰԱٴDzԱ
- ¾-
Common Services
Services used by one or more colleges, schools, or departments; may or may not be ”university-wide”.
Characteristics:
- Shared by multiple units, but not all campus units
- Central and distributed IT coordinate on design, operation, or improvement
- Impacts operations but does not pose risk to the wider university if service outage occurs
Examples:
- ٱ
- ʰdzٴǰ
- ڴǰ
- 𱷴Ƿ
Unique Services
Services tailored to a single college, department, unit or lab; may be experimental, temporary, or customized for a specific population
Characteristics:
- Limited, clearly defined user base
- Specialized functionality not met by Foundational or Common services
- Local impact only — no campuswide continuity risk
Examples:
- Research/lab tools
- Exam4 (Law)
- Linux Administration
